MASTER FLOOD INSURANCE ISSUES

Please be advise of the following information regarding mortgages for people trying to
sell their units at Oceanwoods:

I have been made aware by a unit owner that I am friendly with that QUONTIC  
BANK OF ASTORIA QUEENS, will issue mortgages without a Master Flood Policy.
Quontic Mortgage person is Eduard Kheyson reachable at 718-215-4097.

Apparently he is already processing several loans at Oceanwoods. I am cc:'ing him on
this email as I have just called him to confirm. He is going to let me know when he has
sign off from underwriting but he doesn't envision any problems based on internal
communications he has already had.

I hope that this is helpful to the community at large.

It has come to the attention of the Board of Managers that some homeowners may be
experiencing Master Flood Insurance issues with financial institutions regarding refinancing
and sale of unit.

The Board of Managers has reached out to local politicians and FEMA to help us resolve
these issues.  It is necessary that we provide specific examples/situations of these financial
institution practices, along with any documentation you may have received.

With Hurricane/Tropical Storm Jose and other storms moving north and
potentially turning into the New York area, the Oceanwoods Board of
Managers is issuing the following notice:

NO PLYWOOD OR ANY OTHER MATERIALS ARE TO BE
ATTACHED IN ANY FASHION TO THE EXTERIOR BUILDINGS,
ESPECIALLY OVER WINDOWS AND DOORS. PLYWOOD
PROVIDED NO PROTECTION DURING THE
PREVIOUS STORMS.                     
ALL PROTECTION MUST BE MADE FROM THE INTERIOR OF
YOUR HOME, ESPECIALLY THE WINDOWS.

    -  UMBRELLAS                -  PLANTERS             
    -  TENTS                          -  GARBAGE PAILS   
    -  TABLES                        -  TOYS                     
    -  CHAIRS                         -  TOOLS

ALL OCEANWOODS HOMEOWNERS
MASTER FLOOD POLICY

The Oceanwoods homeowners have spoken:  
A Master Flood Policy for the Oceanwoods community will
NOT be pursued.
We will NOT have a Master Flood Policy.

As was mentioned in the February 29, 2016 Meeting Announcement Letter, on our website  
and at the February 29, 2019 Special Homeowners Meeting, your Board of Managers has
been working on the issue of acquiring a Master Flood Policy for quite some time in
conjunction with FEMA, elected officials, insurance agencies and financial institutions.  
This has been a difficult and time consuming effort, which included navigating through
contradictory positions and information.  It was also mentioned that your attendance at the
February 29, 2016 meeting and your constructive input were critically needed because a
”decision must and will be made”.

To facilitate those homeowners who couldn’t attend he February 29, 2016 meeting, in the
Announcement Letter it was suggested that “you write your comments/opinions below
and give them to another homeowner who will be attending.  You may also submit your
comments/opinions via our web site at: www.oceanwoodssi.com.”

This decision to not pursue a Master Flood Policy is based upon the following:
    1.  56% of the homeowners neither attended the February 29, 2016 meeting nor
    provided any input.
    2.  The results of the 19 homeowners’ written feedback were: 74% were against
    obtaining  a Master Flood Policy.
    3.  The results of the oral comments made at the February 29, 2016 meeting were:
    the majority was against obtaining a Master Flood Policy.
    4.  Two homeowners stated they would go as far as taking legal action to prevent a
    Master Flood Policy from being obtained.
    5.  An informal survey was conducted by a few of the Board of Managers’ members
    and they received a large majority of “no” votes.
    6.  Oceanwoods does not have the funds on hand to obtain a Master Flood Policy.  
    As a  result Common Charges and/or Special Assessments would be required.  
    A significant number of homeowners (formally and informally) stated that they
    would not pay either.

The homeowners have spoken and the decision has been made!  
The Board of Managers will no longer pursue a Master Flood Policy.

Your Board of Managers presented their findings and options at a specially called
Homeowners' Informational Meeting on February 29, 2016.

43 out of 100 Homeowners attended.  For such a critically important issue, one could
say that attendance was disappointing.
